KACSO EXECUTIVE BOARD MEETING

CALL TO ORDER:

  • Chris Esquibel, 29th (President), Kelly Johnson, 4th (Treasurer), Spence Koehn, 4th (Training), Brad Schuh, 3rd (Legislative), Kelsey Cox, 27th (Public Relations), Brian Swenson 28th (Parliamentarian), Ryan Duckers, 29th (Secretary)

  • Also present was Steve Kearney of Kearney and Associates and Francis Gipson of the Sentencing Commission.

OFFICER’S REPORTS:

  • Reading/Review of the Minutes:

  • Chris Esquibel (29th), called the meeting to order.

  • Reading and review of November 2019 minutes.

  • Kelsey Cox (27th) moved to approve November 2019 minutes as submitted. Brian Swenson (28th) seconded the motion. All in favor and motion approved.

  • Treasurer’s Report:

  • November 2019 Treasurer’s reports submitted with an ending balance of $39,520.97.

  • Brad Schuh (3rd) moved to approve the Treasurer’s reports as submitted. Ryan Duckers (29th) seconded the motion. All in favor and motion approved.

  • Conference summary report also submitted showing revenues of $23,970.00 and expenses of $27,805.14 for a net loss of ($3,835.14).

  • Brian Swenson (28th) moved to approve the conference summary report as submitted. Kelsey Cox (27th) seconded the motion. All in favor and motion approved.

COMMITTEE REPORTS:

  • Training

  • Training committee is scheduled to meet on 2/13/2020 in Topeka.

  • Nothing else to report.

  • Site Selection

  • Upcoming Conferences:

  • Spring 2020 – April 15 – 17 – Drury Inn – Wichita, KS - Contract

  • Fall 2020 – October 21 -23 – Prairie Band Casino - Mayetta, KS – Contract

  • Spring 2021 – May 19-21 – Hilton Garden Inn - Manhattan, KS - Contract

  • Fall 2021 – October 13-15 - Drury Inn – Wichita, KS – Contract

  • Spring 2022 – April 6-8 – Hilton Garden Inn – Manhattan, KS – Contract

  • Fall 2022 – October 19-21 – Prairie Band Casino – Mayetta or Kansas Star Casino – Mulvane - pending

  • Legislative

  • 2020 Legislative session begins on 1/13/20.

  • Discussions on HB 2292 regarding diversion and how it might be introduced into session and the effect it would have on CSO’s.

  • Governor Kelly appointed Judge Wilson out of Shawnee County to the Supreme Court and one other appointment will be made.

  • Next Legislative meeting is on 1/21/2020 at 11:00 am in Topeka.

Public Relations

  • Nothing new to report.

Membership and Nomination

  • Nothing new to report.

OJA REPORT:

  • Chris Mechler is retiring at the end of December and there is currently an open position at OJA for CSO Specialist which is posted on the website and open until filled.

OLD BUSINESS:

  • Raffle Update:

  • Approximately 380 tickets have been returned as sold so far. The cutoff date for return of all sold tickets is 1/6/20 and another e-mail reminder to the association will be sent out regarding return of all tickets.

  • 40th Anniversary :

  • Chris and Brian brought samples for Spring and 40th Anniversary give-a-ways.

  • Kelly Johnson (4th) moved to purchase 10 bags to be used as conference give-a-ways and Kelsey Cox (27th) seconded the motion. Kelly Johnson (4th) then amended his motion to include the purchase of 4 jackets/hoodies to be used as size selections and give-a-ways at the spring conference. Spence Koehn (4th) seconded the amended motion. All in favor and motion approved.

  • Chris spoke to Tom about the 40th anniversary planning committee and he indicated that everyone who volunteered had been contacted and they will begin discussions / meetings after the first of the year.

NEW BUSINESS:

  • Regional Training Requests:

  • Kelly found forms that are to be used for when requests are made to KACSO for funds to be use towards regional training sessions. He will be sending them out and asking for suggestions on updates so that he can revise and use for future requests.

  • Sentencing Commission offered Training:

  • Francis Gipson with the Sentencing Commission was present to speak to the board and solicit feedback regarding possible training ideas that they could offer to CSO’s throughout the state. She advised that it is the Commissions’ statutory duty to provide training to CSO’s, Judges and District Attorneys’ offices. She solicited ideas from the board for possible future trainings that could include roundtable discussions at KACSO conferences, yearly regional updates following each legislative session and upon publication of new statutes, e-mail blasts regarding recently ruled upon case law, webinars etc.

  • 2020 session talk with Lobbyist:

  • Steve Kearney was present to discuss the upcoming legislative session and what might be happening. He advised that getting CSO’s on board with KDOR regarding issuing probationers paperwork for use in obtaining ID will likely not be an issue and not even necessary to include in legislation. Criminal Justice reform will be a topic, but it is unknown at this time how far anything might make it into session as funding will be a likely factor. Discussed the workload study results and how this could have a major impact on how business in each district will be conducted in the future if any of the recommendations are followed.

CORRESPONDENCE:

  • Chris received letters of appreciation from Justice Nuss and Justice Luckert.

BILLS:

  • $163.92 – Kelsey Cox (mileage and tolls)

  • $122.08 – Brian Swenson (mileage and tolls)

  • Brad Schuh (3rd) moved to pay bills as submitted. Ryan Duckers (29th) seconded the motion. All in favor and motion approved.

STANDING RULES:

  • Nothing new to report.

NEXT MEETING:

  • The next meeting will be on Thursday January 16th, 2020 at 10:00 am at the Topeka Public Library.

ADJOURN:

  • Kelsey Cox (27th) moved to adjourn and Kelly Johnson (4th) seconded the motion. All in favor and meeting adjourned.
