FEBRUARY 2017 MINTUES

KACSO EXECUTIVE BOARD MEETING

February 16, 2017 – 10:00 a.m.

Topeka, KS

CALL TO ORDER:

  • Chris Esquibel, 29th (President), Tom Weishaar, 1st (Vice-President), Spence Koehn, 4th (Parliamentarian), Kelly Johnson, 4th (Treasurer); Carly Feldhausen, 3rd (Training); Cody McArthur, 3rd (Legislative); Kelsey Cox, 18th (Public Relations); Stephanie Springer, 27th (Membership/Nominations)

  • Jennifer Fogg, 1st (Secretary)– Joined by phone

  • Amy Raymond (Director of Trial Court Programs); Chris Mechler (Court Services Specialist)

OFFICER’S REPORTS:

  • Reading/Review of the Minutes:

  • President, Chris Esquibel (29th), called the meeting to order.

  • Spence Koehn (4th) made a motion to approve the minutes for the January 19, 2017 board meeting, and Kelsey Cox (18th) second the motion; motion carried 9-0.

  • Treasurer’s Report:

  • The December /4th Quarter 2016 Treasurer’s Report was emailed out, and the balance was $38,776.16.

  • Spence Koehn (4th) made a motion to accept the December/4th Quarter 2016 Treasurer’s Report, and Cody McArthur (3rd) second the motion; motion carried 9-0.

  • The lobbyist contribution total for 2017 was $960.00.

COMMITTEE REPORTS:

  • Training – Carly Feldhausen (3rd):

  • Spring 2017 at Prairie Band Resort on April 19-21:

  • Conference registration will be emailed to members next week.

  • A limited number (55) of KACSO tumblers will be offered for sale.

  • The board discussed doing the 50/50 raffle again, or obtaining items to auction off. Will speak with Prairie Band Resort, to see if they would like to donate any items.

  • Will see about getting snacks served during breakout.

  • A vendor asked if they could sponsor $800.00 for an event at conference. Kelsey Cox (18th) spoke with someone who hosts a 75 minute trivia or game show event. Trivia would be $1,600.00, and Fabulous Feud would be $2,600.00. The board discussed and agreed to schedule a trivia game show, and would cover the remaining balance of $800.00. The board discussed and agreed to have hospitality from 5:00pm – 7:30pm, and trivia would begin at 8:00pm. CSOs will put their name into a bowl at registration to later be used to draw players for the game.

  • Upcoming Conferences:

  • Fall 2017 at the Junction City Marriott on October 18-20: A presenter for Junction City asked if they could have a booth. The board discussed and agreed that KACSO would waive the vender booth fee.

  • Spring 2018 Holiday Inn – Wichita, KS in April

  • Fall 2018 Manhattan or Prairie Band Resort sometime in October. Chris Esquibel (29th) Chris Esquibel (29th) asked that the hotel in Manhattan go ahead and write up a contact, which will be discussed with the hotel representative when she returns in March.

  • Legislative - Cody McArthur (3rd):

  • HB2264 (Allowing juveniles who commit a crime using a firearm to be sentenced to placement in a juvenile correctional facility):

  • Had to be out of Committee by the end of the day, and has now been referred to the Committee on Appropriations.

  • SB367 (Amendments to the juvenile justice system):

  • Consolidation still doesn’t look like it will be brought up this year.

  • Representative Finch believes that juveniles should not be “labeled and/or classified”, and should be supervised by the agency that is most suitable/convenient.

  • Legislation is looking to introduce a new bill delaying the upcoming commencement dates by 2 years.

  • Judges spoke with OJA about their concerns regarding SB367.

  • IIP (Intermediate Intervention Program):

  • OJA is still working how IIP should be implemented by Court Services.

  • If Court Services is available to supervise juveniles placed on IIP, it is encouraged that they do so.

  • HB2463 (Allowing certain juvenile adjudications to decay from criminal history):

  • The Sentencing Commission is open to using the date of conviction.

  • Any CSO, who would like to submit testimony representing their district, should send it to OJA for review.

  • Any CSO, who would like to submit testimony representing KACSO, should send it to Chris Esquibel (29th) for review.

  • Any CSO, who would like to submit testimony representing their concerns, should send it straight to the Committee.

  • Next Legislative Meeting:

  • The next meeting will be on March 21, 2017 at 11:00am in Topeka.

  • Membership and Nomination - Stephanie Springer (27th):

  • 4 nominations were received for the CSO award, and will be sent to the board members to read and vote on.

  • An email was sent to members asking if anyone would be interested in running for Legislative Chair, and nothing has been received yet. The position would terminate this year (October), giving the CSO a chance to see whether or not they would like to continue.

OLD BUSINESS:

  • CSO Advisory Committee:

  • Meets March 2, 2017.

  • OJA Training Committee:

  • Has a conference call this week.

NEW BUSINESS:

  • Name tags for board members have been ordered to wear around at conference and around the capitol.

BILLS:

  • $38.80 Rick Miller/Kids at Hope

  • $260.41 in mileage & tolls for Kelsey Cox (18th) attending the Juvenile Justice Committee Meetings, and $164.04 in mileage & tolls for board meetings.

  • $67.50 in mileage for Tom Weishaar (1st)

  • Stephanie Springer (27th) moved, and Cody McArthur (3rd) seconded to pay all bills as submitted. Motion carried 9-0.

NEXT MEETING:

  • The next meeting with be on March 8, 2017 at 10:00am at Prairie Band.

ADJOURN:

  • Spence Koehn (4th) made a motion to adjourn, Cody McArthur (3rd) seconded. Motion carried 9-0.
