DECEMBER 2016 MINUTES

KACSO EXECUTIVE BOARD MEETING

December 15, 2016 – 10:00 a.m.

Junction City, KS

CALL TO ORDER:

  • Chris Esquibel, 29th (President), Tom Weishaar, 1st (Vice-President), Jennifer Fogg, 1st (Secretary), Spence Koehn, 4th (Parliamentarian), and Kelly Johnson, 4th (Treasurer)

  • Carly Feldhausen, 3rd (Training); Cody McArthur, 3rd (Legislative); Stephanie Springer, 27th (Membership/Nominations) – Joined by phone

OFFICER’S REPORTS:

  • Reading/Review of the Minutes:

  • President, Chris Esquibel (29th), called the meeting to order.

  • Kelly Johnson (4th) made a motion to approve the minutes for the November 17, 2016 board meeting, and Tom Weishaar (1st) seconded the motion; motion carried 8-0.

  • Treasurer’s Report:

  • The October Budget and Fall Conference Summary Report were emailed out. The October balance was $26,563.61.

  • Stephanie Springer (27th) made a motion to accept the October Budget and Fall Conference Summary, and Jennifer Fogg (1st) seconded the motion; motion carried 8-0.

  • The lobbyist contribution total is currently at $14,718.00.

COMMITTEE REPORTS:

  • Training – Carly Feldhausen (3rd):

  • Spoke with OJA about LSIR training at conference, and they stated that they would pay for the presenter but all other fees (transportation; room) would be paid for by district.

  • Training for the Mayetta conference was looking pricey, so some trainers were moved to a different conference date.

  • KACSO will wait till January 2017 to send out the lobbyist survey.

  • Met with Loyce Smith (8th) and Michelle from CVB for activities for conference in Junction City. She presented information on Milford Lake Conference Center and Event Resort. Acorns Resort has 20 cabins fully equipped, and holds 225 people. There can be a caterer, fire pit, band, and boat rentals. If KACSO can provide Michelle with a set price, then she could look for a package deal for a cheaper price. She could also look into sponsors to cover costs. They will also do name tags and welcome bags.

  • Upcoming Conferences:

  • Spring 2017 at Prairie Band on April 19-21

  • Fall 2017 at the Junction City Marriott on October 18-20

  • Spring 2018 Holiday Inn – Wichita, KS in April

  • Fall 2018 Manhattan or Prairie Band sometime in October. Chris Esquibel (29th) is going today to Manhattan to check out the site. The board discussed having the conference on October 17-19.

  • Legislative - Cody McArthur (3rd):

  • Raises:

  • Cody McArthur (3rd) and Chris Esquibel (29th) met with OJA last week, and OJA is asking that if the legislature approves the funding for raises that OJA be able to distribute the finding the way they want to.

  • OJA would like to start with general funds.

  • SB367: Juvenile Bill:

  • Final thoughts and concerns were sent to the Judges Association and the Magistrate Association, and we are still waiting on the DA’s points of concern.

  • The Senate isn’t going to have a corrections committee.

  • Consolidation:

  • Nothing new has come from DOC.

  • KACSO’s lobbyist doesn’t believe that consolidation will be brought up this year.

  • Lobbyist:

  • Steve Kearney & Associates have been attending all the committee meetings that they have been allowed to sit in on.

  • Next Legislative Meeting:

  • The next meeting will be on January 31, 2017 at 11:00am in Topeka.

OJA REPORT:

  • No New updates

OLD BUSINESS:

  • Case Planning:

  • Looking into which Case Planning forms CSOs should be using.

  • Need to start using by January 1, 2017.

  • Epics:

  • 1st training was held last week.

  • Target date for all CSOs to be trained is 2019.

  • E Courts:

  • The final RFP closes tomorrow, and information will be sent out next week.

NEW BUSINESS:

  • Chris Esquibel (29th) and Cody McArthur (3rd) met with CSOs in Wichita to get support for our lobbyist.

CORRESPONDENCE:

  • Ed Trusty (18th) and Ken Karxberger (31st) are retiring.

BILLS:

  • $138.24 in mileage for Tom Weishaar (1st)

  • $430.89 in mileage and retirement gift cards for Chris Esquibel (29th)

  • $49.59 for Chris Esquibel’s (29th) business cards

  • $144.24 in mileage and tolls for Jennifer Fogg (1st)

  • $1,326.83 for KACSO tumblers

  • $250.00 for bonding insurance

  • Jennifer Fogg (1st) moved and Spencer Koehn (4th) seconded to pay all bills as submitted. Motion carried 8-0.

NEXT MEETING:

  • The next meeting with be on January 19, 2017 at 10:00am in Topeka, KS.

ADJOURN:

  • Kelly Johnson (4th) made a motion to adjourn, Jennifer Fogg (1st) seconded. Motion carried 8-0.
