CONSTITUTION OF THE KANSAS ASSOCIATION OF COURT SERVICES OFFICERS
ARTICLE I. Name: This association shall be called the Kansas Association of Court Services Officers (KACSO).
ARTICLE II. Objectives: the objective of this Association shall be:
A. To cooperate with and assist the Courts, institutions, agencies and the State and County departments in the extension and development of Court Services;
B. To serve, by every possible means, to constantly improve the standards, practices, and effectiveness of the Court Services Officers of the State of Kansas;
C. To help secure effective legislation and citizen support for the prevention, control, and treatment of crime and delinquency;
D. To promote a general acceptance of court work as a professional endeavor by enlisting the support of personnel in all phases of Court Services in a state-wide association and in cooperation with other state, regional and national associations;
E. To strengthen professional status of non-judicial personnel by improving techniques, raising basic standards, standardizing methods and compiling correlating and disseminating information and knowledge concerning corrections;
F. To unite members of the Association in the acceptance of a standard of conduct and a code of ethics by which they agree to abide in the performance of their duties;
G. To provide for a continuation of stability in the policies and goals of the Kansas Association of Court Services Officers;
H. To provide a historical perspective of the roles and functions of Court Services and Court Services Officers.
ARTICLE III. Membership:
Membership in this Association shall be available to all interested parties in the following classifications: Article II, Section 1, 2, 3, By-Laws Professional membership Associate membership Honorary membership
ARTICLE IV. Government:
Section I: Governing Body: The Association shall be governed by the Professional membership and its officers who shall comprise the Executive Board. Only a person registered as a Professional member in good standing shall qualify as an officer of the Executive Board of this Association.
Section II: Officers: The officers of the Association shall consist of a President, Vice-President, Secretary, Treasurer, Chairperson of the standing committees, and a Parliamentarian. Other officers may be appointed by the Executive Board. The officers shall be elected by written ballot at the annual meeting of the Association by a majority of the Professional membership.
ARTICLE V. Meetings: The Kansas Association of Court Services Officers shall meet twice yearly. These meetings shall be held at a time and place designated by the By-Laws. (Article VII)
ARTICLE VI. Amendments: This constitution may be amended by a two-thirds (2/3) vote of the membership present at any called meeting of the Association, providing that notice of the proposed amendment be sent to each member of the Association by the Executive Committee, in writing, at least thirty (30) days prior to the voting.
Two or more members may propose an amendment to this constitution upon written and signed notification to the Executive Board sixty (60) days prior to any called meeting of the Association.
